1) Add following in `ttrss_user_prefs` table:

INSERT INTO `ttrss_user_prefs` VALUES
(1, 'USER_LANGUAGE', '[[language]]', NULL);

2) Make script where Database ENGINE is InnoDB

3) Check for language
